I would also like to thank Secretaries Snow and Martinez for taking time out of their busy schedules to appear before the committee. I hope this committee spends some time examining the special privileges provided to GSEs by the federal government. According to the Congressional Budget Office, the housing-related GSEs received $13.6 billion worth of indirect federal subsidies in fiscal year 2000 alone. Today, I will introduce the Free Housing Market Enhancement Act, which removes government subsidies from the Federal National Mortgage Association (Fannie Mae), the Federal Home Loan Mortgage Corporation (Freddie Mac), and the National Home Loan Bank Board. One of the major government privileges granted to GSEs is a line of credit with the United States Treasury. According to some estimates, the line of credit may be worth over $2 billion. This explicit promise by the Treasury to bail out GSEs in times of economic difficulty helps the GSEs attract investors who are willing to settle for lower yields than they would demand in the absence of the subsidy. Thus, the line of credit distorts the allocation of capital. More importantly, the line of credit is a promise on behalf of the government to engage in a huge unconstitutional and immoral income transfer from working Americans to holders of GSE debt. The Free Housing Market Enhancement Act also repeals the explicit grant of legal authority given to the Federal Reserve to purchase GSE debt. GSEs are the only institutions besides the United States Treasury granted explicit statutory authority to monetize their debt through the Federal Reserve. This provision gives the GSEs a source of liquidity unavailable to their competitors. The connection between the GSEs and the government helps isolate the GSE management from market discipline. This isolation from market discipline is the root cause of the recent reports of mismanagement occurring at Fannie and Freddie. After all, if Fannie and Freddie were not underwritten by the federal government, investors would demand Fannie and Freddie provide assurance that they follow accepted management and accounting practices. Ironically, by transferring the risk of a widespread mortgage default, the government increases the likelihood of a painful crash in the housing market. This is because the special privileges granted to Fannie and Freddie have distorted the housing market by allowing them to attract capital they could not attract under pure market conditions. As a result, capital is diverted from its most productive use into housing. This reduces the efficacy of the entire market and thus reduces the standard of living of all Americans. Despite the long-term damage to the economy inflicted by the government's interference in the housing market, the government's policy of diverting capital to other uses creates a short-term boom in housing. Like all artificially-created bubbles, the boom in housing prices cannot last forever. When housing prices fall, homeowners will experience difficulty as their equity is wiped out. Furthermore, the holders of the mortgage debt will also have a loss. These losses will be greater than they would have otherwise been had government policy not actively encouraged over-investment in housing. Perhaps the Federal Reserve can stave off the day of reckoning by purchasing GSE debt and pumping liquidity into the housing market, but this cannot hold off the inevitable drop in the housing market forever. In fact, postponing the necessary, but painful market corrections will only deepen the inevitable fall. The more people invested in the market, the greater the effects across the economy when the bubble bursts. No less an authority than Federal Reserve Chairman Alan Greenspan has expressed concern that government subsidies provided to GSEs make investors underestimate the risk of investing in Fannie Mae and Freddie Mac. Mr. Chairman, I would like to once again thank the Financial Services Committee for holding this hearing. I would also like to thank Secretaries Snow and Martinez for their presence here today. I hope today's hearing sheds light on how special privileges granted to GSEs distort the housing market and endanger American taxpayers. Congress should act to remove taxpayer support from the housing GSEs before the bubble bursts and taxpayers are once again forced to bail out investors who were misled by foolish government interference in the market. NEW YORK – New York Times columnist Maureen Dowd has admitted to using a paragraph virtually word-for-word from a prominent liberal blogger without attribution. Dowd acknowledged the error in an e-mail to The Huffington Post on Sunday, the Web site reported. The Times corrected her column online to give proper credit for the material to Talking Points Memo editor Josh Marshall. The newspaper issued a formal correction Monday saying Dowd "failed to attribute a paragraph about the timeline for prisoner abuse" to Marshall's blog. The error appeared in Dowd's Sunday column, in which she criticized the Bush administration's use of interrogation methods in the run-up to the Iraq war. Scarborough and the other host praised Ron Paul for being one of the only people to predict our economic crisis. Joe reads Ron Paul’s own words in 2003 in amazement and asks how he knew what was going to happen when the others did not. The answer is quite simple really, two words: Austrian Economics. GLENWOOD SPRINGS, Colorado — An Hispanic man living in Carbondale illegally for over a decade was sentenced to prison and faces possible deportation for assaulting another man and giving a false name to authorities. Jesus Mendoza-Soriano, 37, pleaded guilty to one count of criminal impersonation, a felony, and third-degree assault on April 2. Ninth Judicial District Court Judge Denise Lynch sentenced Soriano to 18 months in the Colorado Department of Corrections on the criminal impersonation charge. The felony conviction is Soriano’s third for the same crime. Soriano also received 90 days for the assault charge but was credited for 102 days he’s already served in Garfield County Jail since the incident occurred on Jan. 25. According to the arrest affidavit, Garfield County Sheriff’s Deputies responded to a fight at the Dos Hermanos Restaurant near the Colorado Mountain College turnoff south of Glenwood Springs on Jan. 25. They spoke to the victim that said he had been hit in the head with a bottle, by a man he called “Gustavo,” which turned out to be Soriano. When deputies contacted Soriano, he told them his name was “Gustavo Sabredra”, according the arrest report. Deputies learned that wasn’t his name when Soriano’s wife called him Jesus as he was being arrested, the report stated. Deputies again asked Soriano for his name, he reportedly gave them another false name — Jesus Soriano-Mendoza. When deputies ran the name Jesus Soriano-Mendoza, no criminal record was returned. However, through fingerprints, deputies discovered Soriano’s real identity. And deputies also found that he had previously been convicted for criminal impersonation in 1996 and was deported to Mexico in August of that year. Prosecutor Matthew Barrett asked for a three-year prison term because of Soriano’s two previous felony convictions for similar crimes. “He has shown a complete disregard for the laws of this state, and for the laws of the U.S. government, by returning to this country illegally and continuing to commit crimes,” Barrett said. Barrett argued that the public defender’s request of three years of unsupervised probation would send the wrong message to other criminals, legal or illegal. “This is the kind of message we send,” Barrett said. “That illegal immigrants aren’t going to be treated better than legal residents who commit similar crimes.” Barrett said after the sentencing, “The point I was trying to convey is that everyone needs to be treated equally.” Soriano told judge Lynch that he was sorry for what he did, and that he should not have returned to the country. “I feel I’m responsible for what I did when I hit the guy,” Soriano said. “But I did not want to hurt my family.” Public defender Steve McCrohan said that while Soriano did not have permission from the federal government to be here, he was working at the same job for the past seven years and supporting his family without any other criminal incidents. Judge Lynch said, “It’s not my job to ensure the immigration policies, I have to uphold the laws of this state.” She read his criminal history which included criminal impersonation, convictions of theft, and two DUIs. Let me explain. We filed our 2005 taxes and our refund was around $4000. At the time I thought that was a huge refund, we were married but had no children yet, and we didn't earn THAT much. In Sept. 2007 we received a letter from the IRS stating the refund was incorrect, they said that our taxes paid in, reported on our W-2 was not the same as on our form. We filed online. I checked this out, and we paid in around $1000, and the amount reported was $4000. So we set up payments and paid back the $3500. It was completely paid for by our 2007 return in March 2008. I just recently realized that both my husband and I were students in 2005, and we claimed the hope credit. This wasn't reported on the form. What I think happened was the hope credit amount was incorrectly added to our taxes paid. How can I fix this? I was brought on board with this tax company through a friend. The deal was, every tax return I do, I get $300. I was excited at first until I found out what I was ACTUALLY doing. She used to work at H&R Block before she just opened up her own buisness this year and what she does is uses people information from previous years and file taxes as if she was them and get at least $4,000-$5,000 back. When I disapproved to do the job, she basically turned on me and went so far as to threatening me(her and her boyfriend) saying that they were going to come to my house and such. She also has a connection with someone that works for the Georgia Department of Corrections and is filing people that are in jail. She has a notebook full or SSN's and stacks of folders with peoples info that she plans on filing. She even sent me a text(which I kept) saying that she is gonna use my info and file for me every year until i die, just because I didnt wanna get in on her little IRS scheme, so now my info is being compromised. How do I report this and remain anonymous at the same time because she is gonna mess up alot of people lives forever. She also goes as far as putting credit cards in their name. She needs to be stopped.Be mindful that I quit after the first day so im no longer there but she does have all my information and plans on screwing me up to the point where i might be battling with the IRS years from now, trying to prove that im not the one thats filing taxes on myself. Ok, this is a going to be a hard thing to do, but I would like to start an initiative to change the fair credit reporting act (the law governing background checks). In my opinion, the following changes should be made: 1. It should be made illegal for a background check company to report expunged criminal records, even if stored in their database and purchased from courts/corrections department etc, with an extremely large fine for non-compliance 2. All first time misdemeanor convictions should be eligible for expunging, two years after the defendant completes his/her sentence. 3. All criminal convictions (except for rape of any kind and of course murder) should completely go off a defendants record ten years after their sentence is completed. For those of you who think that this is too "soft on crime," I only seek to close a loophole which is destroying expungement (something that gives people a second chance and a fresh start). Also, I agree that criminal convictions are serious and should have serious consequences. However, they can be serious and still actually end some day. Last year, 46 of 124 school district budgets were rejected on Long Island. Whether this trend is improving the quality of education and children's futures is a subject of debate. Many of the top-paid teachers are in wealthy districts with high-performing schools, like Manhasset. But many are also in districts with little wealth and struggling schools, like Central Islip. Still, critics of the salaries as well as those who consider them necessary agree that the image of teaching as an altruistic, low-paid occupation is no longer the case in the suburbs. A family with two public school teachers can earn enough to put it in the top 4 percent of families on Long Island. Six-figure teachers are not unique to the New York suburbs. Connecticut officials reported about a dozen in 2004, and news reports indicate that some Chicago suburbs pay that much. But the highest salary for New York City teachers is $81,232, and only a handful in the rest of New York State are paid as well. In California, the highest teacher salary in 2003 was well under $100,000, according to state figures. A teachers' union official said that the salaries have to be high. "I think it's only fair to say that given the cost of living on Long Island, and the cost of housing, it would be impossible to maintain a teaching staff at anything less than what's currently being paid," said Richard Iannuzzi, a former Central Islip teacher who is the president of the New York State United Teachers. But teacher salaries on the Island have increased faster than those of other workers, and school officials worry that this will affect the outcome of budget votes on Tuesday. i don't necessarily agree with it, but its just an assignment and i NEED to present it tomorrow. Resolved: A Bill for Congress to give the Big 3 auto-makers (Ford, GM & Chrysler) $34 billion through government loans and credit lines. Currently, GM is asking for $18 billion, Ford is asking for $9 billion and Chrysler for $7 billion. Together they are asking for $34 billion. I strongly affirm this bill for the following reasons. My first contention is that by bailing-out the Big 3 companies, we would be keeping many jobs, which are essential especially now because of the economic crisis. We’d lose over 3 million jobs in America. A bailout will save many jobs. The auto industry supports one of every 10 jobs in the United States,” Gov. Jennifer M. Granholm of Michigan said. Right now we’re in an economic recession because people can’t pay off loans from the bank. If we bail out companies, we keep many jobs, and they’ll eventually be able to pay off their loans so it would help the economy boost up and relive the debt. My second contention is that the auto industry is one of the largest manufacturing industries in the US. The collapse of this industry would not only damage the US economic competitiveness worldwide, increase unemployment, and weaken the US Dollar, but it may also destroy entire communities throughout (roughly Michigan through Pennsylvania) by eliminating its economic foundation. For example, Detroit is known as “Motor Town”, and many of its jobs revolve around the auto-industry business. If some of the auto-industries suddenly closed down, many of the jobs would be lost, and Detroit may not be known as “Motor Town” anymore. This would destroy the community. My third and final contention is that since the government is paying all of the bailout money, they have a chance to see what the company is doing/going to do. In December 2007 I signed up for a clothing store charge card, and utlized this charge card to purchase $300.00 worth of clothing from this clothing store. The charge card is from Chase. In January 2008 I received my first billing statement, and the balance in full owed on the account was $374.97 which consisted of the $300.00 charge and the 24.99% interest. In truth, I believe the US president to have extremely little effect on the economy. The US economy is in crisis because of greedy realty speculators and greedy banks. However, the US economy is very robust and will "fix itself" within a couple of years I would guess. That is the capitalist market. So, unfortunately, Obama will get the credit for turning the country around. My opinion is the President Bush has had one of just a few of the hardest presidencies in our country's history. We fell prey to terrorist attack. We countered the terrorists head on in Afghanistan. We removed a murderous Iraqi regime (I don't care about weapons of mass destruction, Saddam WAS a weapon of mass destruction by how he murderously slaughtered his own people, we should have taken care of him sooner!) And finally, the economy is undergoing a much-needed correction. So, the sheepish American public blames the President and his party for a costly war and a floundering economy. The war was necessary. Economic corrections are a natural consequence of a free capitalist system - and are actually good in the long run for the average citizen. I think President Bush has been one of our greatest leaders - in very trying times. I think Obama could sit on his thumbs for four years if he wanted, and would still get credit for "fixing" the economy. I applied for a loan of £200 on the 3rd August 2007, this was declined and i never received any funds. I just got my credit report today, and it shows CashEuroNet UK (i.e Quick Quid) as me oweing them £200 and 10 months of default notices. I contacted them immediately and was told i was correct but it was impossible (clearly not!) and i never received any funds, (which i knew!).... i was then told the best they could do is send a report to experian with a notice of correction, but the defaults record could not be removed. I've been trying to resolve errors on my credit reports recently, but Experian is giving me a major headache. I sent them two letters via certified mail; one to request deletions, and a second one to request corrections. Instead of addressing these issues, they responded with letters claiming they could not honor my request because I didn't provide enough info to verify my identity. Grrrr. There are several inaccuracies on my credit reports, but Experian is REALLY inaccurate... plus I'm under some time pressure to get this resolved. According to the Experian website, the fastest way to dispute anything is online... but I apparently need a 'report number' to dispute the Experian inaccuracies. Since it's been longer than 30 days since I accessed my 'free' reports, I can no longer access those. Does this mean I need to purchase new reports? If so... does anyone have any positive experience with disputing credit report inaccuracies online with Experian? Is there a better/faster way?Is there any reasonable way to purchase access to all 3 CRA's, where you can dispute errors from alkl three agencies all at once? I was looking at Experian's 3-in-1 reports ($40)... but they don't say if you can dispute online directly from those reports, or how long you have access to them. I have a credit monitoring subscription with true credit. I can see all 3 agencies all the time. I can update the reports every 24 hours. I know their addresses. I know how to report inaccuracies. The problem is: the person on the other end?? What is it about data entry at these agencies just not getting it right? I send info to them which needs correcting and they either input information incorrectly, have wrong spelling, omissions, additions...it just seems that they can never get the corrections right. And all 3 agencies never have the same info. I find Trans Union to be the best, and easiest to deal with, but WHY do Experian and Equifax even exist? They don't ever seem to have it together. Expect a long list of these. Here is the target of the day: tightfisted consumers. A decline in personal consumption, writes the New York Times, "would be the first since 1991, and it would almost certainly push the entire economy into a recession in the middle of an election year." This recalls Bush's advice after 9-11, when he assumed the mantle of the nation's personal financial planner. He told everyone to go out and spend money so the economy could avoid recession. Even then, there was confusion about whether he was right or wrong. Some sensible voices pointed out that economic expansion is based not on spending but on capital expansion rooted in savings. That is to say, the only path to future prosperity is delaying current consumption in favor of future investment. One only needs to think of the household budget here to see the point. If you are planning for the future for your family, what is the wisest course? Does one go into debt as much as possible, buy the largest house and the biggest car, throw lavish parties, hand out all existing liquid funds to friends and strangers? Based on the view that consumption is the way to avoid economic problems, this would indeed be the right course. But this also defies everything we know about family finance. The path to a secure prosperity is delaying consumption. One should spend as little as possible and save as much as possible for the future, and let that money be used in the service of investments that yield a solid rate of return. Those who have chosen a different path now see the folly: they are being burned in the soft housing market, for example. The lesson is also true for the nation at large, because the logic doesn't magically change when moving from the family budget to the national stage. Just because something involves "macroeconomics" doesn't mean that we should throw out all good sense. But that is precisely what people have done with regard to the economy, since J.M. Keynes somehow convinced the world that up is down and left is right. In a recession or a crisis, the right approach for individuals is to save. So too for the national economy. A looming recession will prompt a pullback in consumer spending as a rational response to the perception of economic troubles. This action does not cause the economy to fall into recession any more than more spending can save it from recession. The downturn is a fact that cannot be avoided. We don't blame umbrellas for floods, and, in the same way, we shouldn't blame tightfisted consumers for recessions. There is no question that this is what is happening. American Express reports that the rate of spending by its cardholders fell 4% in December. Surveys of consumer satisfaction with the economy report a 15-year low. Retailers report that December was a "bloodbath" (NYT's words) for them, with sales growing at the slowest rate in seven years. Market watchers are mostly concerned that high-income buyers are bailing out. Again, it is critical to keep cause and effect in mind. The pullback on spending is not going to cause a recession. If we think about the long term, this is not a dangerous trend but a hopeful one. The more people pull back and save, the more the foundation is laid for a recovery after the current correction takes its course. To see that requires that we take a long view. Government, however, seems constitutionally incapable of seeing the long term, much less doing the right thing to prepare for it. Making matters worse, this is that dreaded event called an election year. Prettying things up to make the economy palatable to voters is priority number one. What does this mean? More monetary expansion. More government spending. We can fully expect that the Bush administration could resort to its old program of sending checks out to every American family with the proviso that the money has to be spent, not saved. No doubt that many people would be thrilled by this. But look beneath the surface. Government has no money to spend on anything that it doesn't extract from the pockets of you and me and the whole American public. This is easy enough to see concerning taxes. It is not so easy to see when the government runs up debt that is guaranteed by the printing presses. The monetary issue can be understood by analogy to orange juice. The more water you add, the less substance it has. If you keep adding, eventually you come to the point when you can no longer tell that it was ever orange. This is the same with money. If you print enough – literally or electronically through the credit markets – it will continue to lose value. If money grew on trees, it would be about as valuable as autumn leaves. So long as we have a central bank, government will be tempted to take the easy path of easy money. There do not need to be any secret phone calls from the White House to the Fed. The culture of policymaking itself is capable of broadcasting the right signals to all important players. In any case, it is a myth that the Fed makes policy independent of political pressure. It is subject to the screams and hollers for looser credit in the same way that bureaucracies are responsive to demands for more regulation. It is what it is most suited to do in any case. Yes, government can increase consumption, but by doing so it does nothing to care for the long term. The long-term health of a nation is not different from that of a household budget. Tough times require cutbacks and a beefing up of savings. So let's not demonize the consuming public for doing what it should be doing. At the same time, the Fed wisely refrained from lowering its target federal-funds rate, through which it controls monetary policy, although Fed officials have indicated that a cut could be in the offing if markets don’t stabilize soon. The Bush administration has also demonstrated admirable restraint, resisting calls to let troubled mortgage buyers Fannie Mae and Freddie Mac charge into the market and increase their holdings. Demagogic politicians (and frantic investors) have shown less self-control, and the inevitable pressure to “do something” is bound to intensify. The administration and the Fed should resist this pressure. For one thing, the current crisis is unlikely to affect the economy in any significant way. As that becomes clearer, the hysteria will subside. For another, it is necessary that those lenders, borrowers, and investors who created the sub-prime mortgage mess bear its consequences. What we are seeing now is a necessary market correction. Several years of poor lending and borrowing decisions in the sub-prime mortgage market have resulted in a large increase in the number of foreclosures this year. Accordingly, Wall Street is reevaluating the credit quality of billions of dollars worth of mortgage-backed securities. Having found many to be overvalued, the market is making the necessary adjustments: Lenders are making fewer risky loans. Some of the biggest, such as Countrywide Financial, have tapped large lines of credit to cover short-term borrowing needs, announced layoffs, and instituted other cost-cutting measures. A few hedge funds have imploded, and a few more are in deep trouble. This is because these lightly regulated funds typically leverage their bets with billions in borrowed money, compounding their losses when risky investments — such as sub-prime mortgage debt — turn sour. Some of Wall Street’s biggest credit-ratings firms have taken a well-deserved hit in the press for giving many securities backed by sub-prime mortgage debt higher ratings than they actually deserved. The next chapter for them could be investigations into whether they fraudulently manipulated their valuations. Several members of Congress and some ’08 Democratic candidates have argued that these market adjustments are not enough and that we need additional layers of regulation. Back in February, when the crisis began in earnest, John Edwards attacked “predatory” lending practices and proposed a new government agency to regulate mortgage lenders (in addition to the five that already exist). Of course, that was before the Wall Street Journal revealed that a hedge fund Edwards invested in and worked for had ties to sub-prime lenders that had foreclosed on Hurricane Katrina victims. In fact, sub-prime lending is not an unmitigated evil. The advent of sub-prime lending brought about a fairly dramatic increase in U.S. home ownership, which for decades hovered around 64 percent until shooting up to 69 percent between 1994 and 2004. To be sure, unscrupulous players entered the market as sub-prime lending became more profitable, and some of them hid the true cost of risky loans from naïve borrowers. But borrowers were often complicit, wildly overstating their incomes to qualify for loans they could not afford. The New York Times reported in March that these “liar loans accounted for 40 percent of the sub-prime mortgage issuance last year, up from 25 percent in 2001.” Hillary Clinton has proposed a $1 billion federal bailout to help such borrowers avoid foreclosure. And her fellow New York senator, Chuck Schumer, has joined her in calling for a wider role for Fannie Mae and Freddie Mac in stabilizing the mortgage markets. The Bush administration has correctly decided not to remove the limits on Fannie Mae and Freddie Mac that were put into place last year when investigators discovered that both institutions had engaged in significant accounting irregularities. Fannie Mae officials argue that they can provide badly needed liquidity to the mortgage market. But as economist Brian Wesbury pointed out Monday, liquidity is not the real issue. The issue is a lack of information — no one seems to know how much these mortgages are really worth. The best thing the government can do is stay out of the way while the market reprices these securities. That goes for the Fed, too. The Fed has hinted that it might cut the federal-funds rate if the market continues to slide. In the esoteric world of Fed policy, where words can affect the markets as much as action, this was the right thing to say. But it wouldn’t be the right thing to do. Fed chairman Ben Bernanke’s shrewd move to cut the discount rate instead of the more consequential federal-funds rate calmed panicky investors without interfering with the market adjustment already underway. By cutting only the rate that the Fed charges on its own loans, Bernanke offered a lifeline to big institutions in dire financial straits, and bought more time for the market to correct itself without a change in monetary policy. Demagogues in Congress and on the campaign trail should learn a lesson here. Lenders, hedge funds, ratings firms, and, yes, foolhardy borrowers are paying a price for their excesses. However, on two it was reported as "Installment", and "Open Account Type" on the other. This collection account doesn't report the date of first delinquency. I've just had 3 notices of corrections put on my experian credit report, 2 for defaults that were cleared and 1 with incorrect balance info on a store card, It says im over my limit but havent been for 5 months. I've always wondered what information and individual or organisation could pull up if they had your social security number? For example, I know credit reports may show employment and lines of credit. Is there any way that your SS is able to display any other kinds of income, such as investments, bank statements, and unemployment? What if a government agency was pulling it up--would other branches be able to see it? For Instance, would the unemployment offices be able to get info from the IRS, and would the IRS be able to get info from the department of corrections? My phone was disconnected today due to non-payment. I paid the bill on the due date of Dec 1st by phone on the automated system. The payment was accepted ,but held for five days then sent back to my debit card b/c of the credit card companies b/c of zip code error. I corrected the problem within minutes and called the phone company to report the correction. I want my phone back on b/c I did correct the error within a reasonable time and contacted the phone company. My phone company however charges fees, shouldn't they be waived and my phone turned back on? Never use SAGE TELCOM. Things like this have happened before like this to me with this phone company, and they have turned the phoine back on before w/o fees.
